Horizons Regional Council was set to adopt its 2020-21 Annual Plan for community consultation on 24 March 2020. However, due to the COVID-19 Alert Level 4 response, this process was suspended. Council then revised its proposed 2020-21 Annual Plan, taking into consideration potential post-pandemic social and economic impact to the Manawatū-Whanganui Region.

Due to the need to adopt before the end of June, the inability to consult with communities in a COVID-19 compliant way, and there being no significant changes to what was originally proposed for 2020-21 in the 2018-28 Long-term Plan, Council sought feedback via social media, email, and through their call centre, to help ascertain if the proposed Annual Plan reflects public sentiment.
